Thanks for taking the time to report this bug. I can semi-confirm this.
If I click 'enable plugin' from within the compiz plugin options, the
plugin is actually enabled. Yet, returning to the compiz menu, shows
that the box remains unchecked. If I restart CCSM, the box will be shown
as checked.
Could you please check to see if this behavior is the same on your
system?
