Public bug reported:

Binary package hint: vim

The reason behind bug #63133 and bug #59629 is that vim-tiny, the
default vim package in edgy, is compiled without multibyte support. This
can be confirmed by doing a simple vim --version at a terminal emulation
or console. The multibyte feature shows tagged with a minus sign (-),
which indicates the feature is not enabled.

Please note that that this is a real bug, already fixed upstream as seen in
this bug report:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=361378

I can further confirm that the bug is presently fixed in Debian
unstable.
