The reason behind bug #63133 and bug #59629 is that vim-tiny, the default vim package in edgy, is compiled without multibyte support. This can be confirmed by doing a simple vim --version at a terminal emulation or console. The multibyte feature shows tagged with a minus sign (-), which indicates the feature is not enabled.
