Binary package hint: gnome-panel
okay, this is weird.
I have two bottom panels, one that is upper has icons for starting
applications, and bottom has windowlist.
on reboot panels switch place randomly and looks like there is no option to
force panels to stick that start applications is allways top and windowlist
bottom.
