I can confirm this on a Dell Dimension with the same graphics card.
Using the "intel" driver doesn't improve the performance. I also don't
experience a notable difference with visual effects being switched on or
off.

With Gutsy, the same machine performed quite well. But with Hardy, it's
really dead slow.

glxgears is at about 200 FPS without compiz, 190 with compiz. I attached
the output of glxinfo, maybe it can help finding the problem. If you
need any more information, I'd be glad to provide it. Working on this
machine with Hardy really isn't fun, so I'd love to see this bug triaged
rather sooner than later.
