This is a bug in the debian/rules file that has been fixed in intrepid.
I have attached the debdiff for the fix. There should be no regressions.

TEST CASE:

1. Setup a kvm seesion
2.  Install apache2-mpm-prefork.
3. Check to see if the README.Debian.gz is broken.
