I'm afraid you have not provided us with enough information to fix the
bug. When the grub countdown begins, press escape and then e on the
first Ubuntu option. Press e again on the kernel line and remove "quiet
splash" from the end and hit enter. Press b to boot this option and
then note any errors that appear during startup, retype them here.
For the Windows option, press escape again at the countdown and hit e on
the Windows option. Record each configuration line and retype them
here.
