Issue shows clearly during suspend... but is not really a suspend issue: It shows clearly in resume from STR (because a very few seconds are expected), but it shows in other occasions also: Boot time...
In other word: When an MII management interface is usable to check link is up (should be the case since almost 5 or 10 years!), is should be used as a pre-condition for initializing this interface.
