I confirm this bug with a freshly intalled Wubi installation of ubuntu.
It appears that usplash has some problems when the swap disk is mounted
from /host/ubuntu/disks/swap.disk . Since this bug might be caused by a
similar but different reason described in bug #205990, I think that we
should not mark it as a duplicate. This bug might be only caused by the
loop mount of the swap partition which is not handled correctly, or the
swap partition could be just not mounted correctly at all and I think
that this should have a particular attention outside of bug #205990.

+ update : This seems to be caused by loop-mounted swap. Bug #205990
+ already shows that usplash disappears when activating swap when the ID
