I first noticed this behavior when trying to change the desktop background. I
opened up the manager, selected the Background tab, and clicked on a picture
from my library of background photos. Nothing seemed to happen. The expected
result would be that the wallpaper would change to the newly selected image.
Further investigation showed that when the dialogue is open, CPU usage
is abnormally high.
