Thanks for your bugreport.
update-manager is indeed not very smart about unauthenticated packages.
In a ideal world everything would be authenticated. The fact that PPAs
are not is unfortunate.
A partial upgrade is always triggered if update-manager can not perform
a upgrade without removing packages. The partial upgrade has some safe
guards build in to prevent bad things from happening (it will ensure
that certain packages like the kernel, nvidia-glx etc) get not removed.
