It looks like your root partition wasn't large enough for the installed system. The version of the installer in Ubuntu 8.04 handles this better by first warning you that you do not have enough space to complete the install and then, if you choose to proceed, lets you know exactly why the file copy failed in the user interface.
I'm marking this bug as Fix Released, but if you are able to reproduce it in 8.04 please feel free to reopen it and attach a new /var/log/syslog and /var/log/partman following http://wiki.ubuntu.com/DebuggingUbiquity/AttachingLogs.
