Thanks for reporting this issue and helping to make Kubuntu better.
I found at least two place which you can use safely remove:
1) Dolphin->Storage Media
2) Konqueror->Storage Media (or media:/ as URI)
both allow you to right-click on the icon for the usb-pen and choose
"safely remove" menu item (In Dolphin it is behind "Action").
Where do you expect to be able to start the safely remove action?
