I disagree that it would be confusing. It is not confusing in Firefox 2. Folder icons and RSS icons have drop-down menus; custom icons (web-site originated) don't.
I sync my bookmarks between several computers, using Foxmarks. On the computers running Firefox 3, some of my bookmarks on the bookmark toolbar are not visible, although the same computers have higher x-resolution (like 1680 pixels). Most items in my bookmark toolbar are folders, and they have short names, so that many can fit horizontally. With Firefox 3, I have to remove some, re-organize them, or abbreviate the names even more. The automatic folder Smart Bookmarks add to the problem.
