I don't know if this is the right place, but I'd like to report a broken link
in the same welcome page.
The link for the translated Hebrew version of the "Ubuntu's community
participation page" ("דף ההשתתפות הקהילתית של אובונטו") is broken.
By the way, this error is both at the local page mentioned in the bug
report, and also at the Hebrew version of http://start.ubuntu.com/8.04/
