I am having a similar issue with my Dell Inspiron E705 w/ ipw3945. Every time I boot I get about a 30-45 sec stall while initializing network interfaces. When the system boots the card is detected and enabled but does not and will not connect to anything untill I go into networking and disable->re-enable the card. once this is done it all works fine. I have had the same problem since 2.6.17-8. I had to re- install the linux-restricted-modules-generic when I upgraded to 2.6.17-8 from 2.6.17-7 to get it to be detected at all, and that is when the problem really started.
