Which Ubuntu release are you on? Which architecture?
I am on amd64 hardy, and it looks fine to me:

/usr/share/doc/libcupsys2/changelog.gz
It is a regular file, as it is supposed to. Can you please give me the output of
dpkg --print-architecture
lsb_release -sir
dpkg -l libcupsys2 | grep libcups
ls -ld /usr/share/doc/*cups*
