Hello. Thanks for your bug report. As far as I know the default behavior of shutdown command (without options) from upstart package is going into single-user mode. So, that what you have described seems to be correct behavior. If you want to turn off your PC by shutdown, you should run it with "-h" option: "sudo shutdown -h now".
