Public bug reported:

I'm not sure what is causing this bug, but I guess it is the KDE Gtk-
style/theme-integration.  The KDE style is QtCurve, the default under
Kubuntu (I think), the Firefox (3.0-rc2 but it started to appear in the
first beta) theme is Default.

I'll attach a screenshot where you can see the following: Its most
visible at the tabs in the Advanced Preferences panel: There appears
something looking like a button under the selected tab. But I first
noticed it on the web site tabs, where you can see the top few pixels of
that buttonlike thingy. A website with a dark background shows it best.

If this is actually a Firefox bug, please push it upstream to their
Bugzilla. This might also be related to bug 192093.
