This bug was fixed in the package dkim-milter - 2.5.4.dfsg-0ubuntu3

dkim-milter (2.5.4.dfsg-0ubuntu3) intrepid; urgency=low
* Change exit code to trap for no key configured to 78 so the trap works
* Start in verification only mode if no key configured instead of just
exiting to initial package install can complete (LP: #228877)
