Problem seen by me also. Instructions to reproduce: 1. Clean install of Ubuntu 8.04 32bit. 2. Add a rarer keyboard layout that isn't English. I tried Pashto, a different language to the reporter, however plenty of country layouts seem to trigger it.
You get the message pop up, and the keyboard doesn't work. Simple.
