I put bug 163818 into http://bugs.kde.org/process_bug.cgi. Will Stevenson believes this is a Kubuntu bug and marked it invalid.

Check you have the the pptp vpn plugin installed. I will double check to see that pptp vpn is installed. I believe it is, but it does not hurt to check again.
