I can confirm that the bug appears when there is a .gtkrc-2.0 file in the home folder. Moving, removing, or renaming the file solves the issue -- at least in my case. It seems that this file is created - causing the issue to appear - when installing the GTK Qt engine (gtk-qt-engine) and selecting it in the Appearance manager.
