Commenting out export SAL_ENABLE_FILE_LOCKING
 also solved this problem for me.  

# file locking now enabled by default
SAL_ENABLE_FILE_LOCKING=1
#export SAL_ENABLE_FILE_LOCKING

Changing SAL_ENABLE_FILE_LOCKING=1 to SAL_ENABLE_FILE_LOCKING=0 without
commenting out the export line does not correct the problem.

This problem did not exist for me under dapper but appeared after
installing edgy.
