Public bug reported:

Binary package hint: compiz

Using the latest Hardy proposed updates and nvidia's twinview, window
placement of new windows does not conform with that of Metacity, nor is
there an option to change it. Metacity places the new window on
whichever monitor currently contains the mouse cursor, while compiz
places the new window on whichever monitor contains the currently
focused window. This is annoying for several reasons: it makes it harder
to control which monitor windows are appearing on, and also makes it
impossible to place a new window on a monitor that currently has no
windows, forcing the user to drag it over.

Ideally, there should be an option to change the behavior of new window
placement with multiple monitors, but at the bare minimum it should
comply with Metacity's behavior, since that's what it is replacing.

** Affects: compiz (Ubuntu)
     Importance: Undecided
         Status: New
