This is a bug in linux kernel itself, and can happen on any distribution. I've myself experienced this bug in Gentoo/Linux.
However, this bug appears to happen only in some hardware configurations. On my old Pentium III 800, Via chipset with on-board USB 1.x, plus an Ali USB 2.0 PCI card, it always happened. On my new Asus M51Sn laptop, it looks like it does not happen (but I haven't stressed it too much, so I'm not sure).
