* Merge from debian unstable, remaining changes (LP: #237493):
- Change interpreter from /bin/sh to /bin/bash in extra/massscale.sh to
make it work as expected (LP: #73274)
- Modified Maintainer value to match Debian-Maintainer-Field Spec

* Make clean not ignore errors.
* Clean up unused debhelper commands.
* Move debhelper commands to binary indep since package is arch all.
* Improve what-is entry in manpage.
* Bump Standards Version to 3.7.3. (No changes needed.)
