I cannot fix the argentinian problem, but you can choose other
repositories source for download updates.

You must change in repositories list the "ar" to "us" if you want to use united 
states repositories. Try with pt, cause i use portugal`s repositories and run 
so good. you can change it in terminal, but if you want you can change it too 
with gnome, in system> Administration> Software properties or something like 
that(im using a spanish version of ubuntu). This software allows you to manage 
your distribution and your software source for download, there you can change 
lots of things that are related to your packages.
Change  the space that appears like "Download From" and choose other country 
repositories
