Reverted patch. As pointed out by Colin Watson on IRC, adding ~/bin to
/etc/environment does not work consistently, which makes this patch only
a partial fix, and confusing for end users. For example, in addition to
the shells mentioned by Dustin, anything that uses getenv() (such as
execlp()) will not properly expand '~'. It is suggested (again by
Colin), that the various paths into the system (such as login, ssh, *dm,
etc) be studied so a proper solution can be found.
