Public bug reported:

In edgy, if I run "nautilus-script-manager enable Subversion", it
creates the folders '~'/.gnome2/nautilus-script, and puts the symlink
inside.  The problem is that it doesn't expand the ~, it creates a
folder literally named '~' (!)

This used to work just fine in dapper, only broke in edgy.  I suspect
the change in the default shell may have caused this, but I'm not sure.
