Public bug reported:

Binary package hint: gnome-power-manager

Suspend worked perfectly until I upgraded to dapper, edgy has the same
problem. gnome-power-manager is the root of the problem, if I kill
gnome-power-manager before running the sleep script (/etc/acpi/sleep.sh)

** Affects: gnome-power-manager (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
