This is not necessarily a duplicate of #132403. The reporter of #132403
obviously managed to load acpi_cpufreq.ko (i.e. he has a
/sys/devices/system/cpu/cpu0/cpufreq/). The reporter of *this* bug
doesn't even get that far. I have the same problem with Hardy, kernel
2.6.24-19, E8400 processor in standard 3.00 GHz mode on a Shuttle
motherboard.
http://lkml.org/lkml/2007/7/29/278 sheds some light on this, but still
only for non-standard frequencies. (There was a more approriate thread
on lkml but I can't seem to find it). General message seems to be though
that incomplete/erroneous BIOS tables are involved.
