Explanation of the Ubuntu delta and why it can be dropped:
The current delta is in debian/install which changes where files are to be
installed (originally it was used to move files from python2.3 dirs to
python2.5 dirs. As pointed out in Bug #244166, the package uses python-central
so this is not required.

apt-proxy (1.9.36.3+nmu1) unstable; urgency=low
* Non-maintainer upload.
* Change regexp for translated package description files to accept '_'
