I can confirm it, using Ubuntu 8.04 and texlive 2007-13 too. The
encoding seems to be ISO-8859-15. I did:
iconv -f ISO_8859-15 -t utf8 `kpsewhich mafr.sty` >/tmp/mafr.sty
I examined the converted /tmp/mafr.sty and installed that.
