If your network is up
You are using nss_ldap
The host argument in libnss-ldap.conf is commented out because you are using
ldap SRV records in DNS instead, which has been supported in nss_ldap for some
time.
AND your DNS server is not reachable.
The above settings only make sense if the machine is a laptop and you are also
using nss-updatedb
