No should not, because a) kmilo was never working properly in KDE 4 and b)
kmilo was removed in KDE 4.1 ... that however is a different issue reported in
kdeutils I think
As for this one - kmix3 doesn't exist anymore in Kubuntu Intrepid, same applies
for kmilo which means this bug is invalid now ;-)
