I have the Xchat-chats plugin active and an IRC account active. Once my
account has been set and a few channels added, if I restart Pidgin it
won't start.

Starting pidgin from command line shows:

To disable the Xchats-chat plugin, I had to start pidgin in "offline" mode, 
using:
pidgin -n

Restarting Pidgin without Xchat-chats and going back online resumed
normal operation.

Debian's changelog mentions "stability updates" in the latest version so
this problem may go away when we sync with upstream... see Bug #198070.
