The same problem in Hardy
I was writing a bug this way:
already running applications don't get the focus when new file is opend via
file-browser or terminal
for me the applications even don't start blinking
(no compiz enabled, no "two-monitor")
** Also affects: metacity (Baltix)

double click in file from my desktop folder open the application, but focus is
not in new application.
