I had the same problem, 'send/receive' permanently faded-out and unable to access mail, but other access (web, updates etc) all working fine. However following hint above, I found the 'work-online' entry in File menu, clicked on it and now everything works fine again. Not entirely obvious though- send/receive as a problem doesn't show up in evolution help FAQs or searches
