zlib1g-dev is installable with current gutsy. If it were not installable
a very large number of packages would fail to build and the problem
would have been apparent to many people - this suggests something
specific to your system but it is difficult to tell what based on the
information you have provided.

Please check the version of zlib1g which you have installed and compare
it with the version that is available from the archive. Usually this
issue arises because a security or other update of the library has been
installed manually without it being available via the normal
installation methods, meaning that a matching version of the -dev
package is not automatically installable.

You could try installing the package from the command line with, eg.,
'sudo apt-get install zlib1g-dev' and seeing if that produces a more
meaningful error message.
