I think this has probably been effectively fixed by the fix for bug
16640, ensuring that the user's home directory itself (if not files
under it) is owned by the user. This fix landed before the bug you're
referring to was filed, but it was after Ubuntu 6.06(.0) and that's what
the user who filed that bug had installed.
Experience with Ubiquity since its creation suggests that the rest of
this is likely to be poorly-received in general. In fact, we've been
moving in the opposite direction and making it easier for people to do
Ubuntu installations while preserving existing data in /home. If there
are still problems occurring for this kind of reason, I'd like us to fix
the desktop bugs in question rather than forbidding this kind of
installation mode.
