The usplash.conf trick didn't work for me. X runs at 1280x1024, and that
was what was originally in /etc/usplash.conf. I tried 1024x768, 800x600,
640x480, and 720x400 (which is what the text console apparently runs
at). I tried doing sudo update-initramfs -u and sudo dpkg-reconfigure
usplash. During shutdown, usplash will usually appear. The only case
where it doesn't is for the 1280x1024 case. During startup, I have been
unable to get usplash to ever appear.

The monitor is a Dell E171FP and the video card is a Radeon RV200 QW
[Radeon 7500], again connected via a VGA cable.

I believe something's up with detection of the monitor's refresh rate,
because unless I manually specify VertRefresh=60 in /etc/X11/xorg.conf,
X will attempt to run at 75 hz (though the monitor can handle this).
