This is caused by bug 245199. system-config-printer relies on the
correct output of hp-makeuri. With the current buggy hp-makeuri it does
not get the "hp" backend URI and so it sets up the queue with the "usb"
backend, and as such a queue is not there already it continues setting
up the queue.
