Binary package hint: gnome-panel

As described in Bug 247507, gnome panel breaks in various intresting ways on 
screens with very limited vertical space if pulled into a vertical orientation 
(on 480px height the default panel items overlap that heavily that you cant 
even reach the panel itself to move it back to the top/bottom). 
An option to lock down the position is needed to make it possble to avoid 
accidential movement of the panel into a vertical orientation on such systems. 
While the gconf key /apps/panel/global/locked_down offers an option to lock 
down the panel completely, this also disables the context menu of the panel as 
well as most context menu driven options for the applets. 
The attached patch fixes teh issue, an SRU for hardy would be desired, but due 
to teh policy that we dont change UI elements in the released version it will 
need some work to only provide a gconf key and not a menu option as well.
