How do you get the bitrate of the resulting file? I can't reproduce your
problem here :/
Please install madplay and run "madplay -o null:/dev/null -vvv test.mp3"
on the file and paste the output here.
Also I recommend you to use "lame preset=standard" (or preset=medium or
preset=extreme, depending on your needs) which will result in
approximately the same file size as your settings but higher quality.
