Public bug reported:
This is duplicate of #245219 "Ubuntu archive server returning incorrect
content-encoding" customer related (https://bugs.launchpad.net/bugs/245219). I
couldn't been able to reproduce it, do-release-upgrade worked fine with two VMs
(7.10 and squid proxy machine). The customer is upgrading using CD, so he has
workaround.
