In regards to the OP, I'm no expert, but the EXT file systems scatter the locations of files randomly over the partition. This has the benefits of greatly reducing fragmentation required, but I would assume this makes it near impossible to reduce the size of one of these partitions without formatting. That said, gparted could give some useful feedback.
