Having recently serviced this bug reporter's computer, I confirm. Near the end of the boot process, virtual consoles display a distorted image with fast moving horizontal bars scrolling past, similar to when the vhold of a monitor is off range.
At shutdown or reboot, the same garbage appears on the virtual console.
