Upgraded 7.10 server to 8.04 Hardy, i386. Same problem and thanks to
boomy for telling right process to kill.
After the upgrade ended (officially failed) I've rebooted and run
sudo locale-gen
sudo dpkg-reconfigure locales
Everything OK now - no complaints from aptitude anymore.
