Confirm. Same behaviour with Ubuntu LTS 8.04. Keyboard starts with US- Layout after Reboot. One has to change manually to "de_DE".
Maybe putting "setxkbmap -model pc105 -layout de -variant basic" into "rc.local" could be a workaround, bit I didn't test it yet.
