powertop is a program that figures out what is polling the kernel and causes a high amount of interupts (http://en.wikipedia.org/wiki/PowerTOP).
It will also figure out what (if any) processes are hogging the CPU by polling it (asking it) ALL THE TIME and tieing up the CPU. You can manually execute the commands, or choose the automated option.
